Air, Maritime and Railway Traffic Accidents Investigation Agency

The Air, Maritime and Railway Traffic Accidents Investigation Agency (from now on: the Agency) was established by the Act on the Establishment of the Air, Maritime and Railway Traffic Accidents Investigation Agency (“Official Gazette”, NN 54/13, 96/18 – in from now on: Act).

  • The Agency is a legal entity that, based on public authorities, independently carries out tasks specified by Law as an activity of interest to the Republic of Croatia.
  • The Agency is functionally and organisationally independent from all bodies competent for air, maritime and railway transport and from all legal and natural persons
  • The Agency was established as an independent body for investigating air, maritime and railway traffic accidents, which completely autonomously conducts safety investigations with the aim and task of determining the causes of accidents and, in this regard, issuing safety recommendations based on the findings of safety investigations.
  • The Agency’s activities include the investigation of aviation accidents and serious incidents, safety investigation aimed at determining the causes of accidents and proposing measures for the prevention of maritime accidents and promoting navigation safety, investigation of serious accidents in railway traffic, as well as sudden events that could have led to serious accidents under specific circumstances

Mission

The Agency’s mission is the independent, professional, efficient and rational performance of tasks and public powers that are under the Agency’s jurisdiction based on the Law to actively influence the safety of air, maritime and railway traffic and prevent future accidents through safety recommendations based on the independent and the expert report of the safety investigation

Vision

The Agency is focused on the complete effectuation of its public function as an independent and professional body that carries out investigations to determine the causes of accidents in air, maritime and railway traffic and to prevent them in the future, acting in accordance with pre-established and prescribed professional procedures based on profession standards and measures of preliminary verification of the findings of the causes of accidents, as well as verification measures that precede the publication of safety recommendations that have an impact on positive changes related to strengthening the safety of air, sea and railway traffic.

Strategy

To ensure the purpose of the establishment (mission) and achieve the established development goals (vision) of the Agency, the following strategic guidelines are applied in the work and management of the Agency:

  • cooperation between other state investigation authorities with to conclude a cooperation contract on the implementation of investigative actions to ensure a high level of efficiency, expediency and quality of investigations under the competence of the Agency, with the sole objective of the prevention of future accidents and incidents without apportioning blame or criminal liability.
  • constant and systematic education of management and employees, especially investigators according to their speciality, and in this sense, the establishment of intensive communication and cooperation with other related investigative bodies and organizations in the European Union to exchange knowledge and experience.
  • employment of the highest quality professional personnel available on the labour market and their continuous professional training in the field of safety investigations of accidents in air, maritime and railway traffic,
  • professional cooperation with domestic and foreign, independent experts from various scientific fields, who, with their professional knowledge and experience, can contribute to the accurate determination of the causes of accidents as well as take measures to prevent them in the future,
  • clearly defining the scope of work and responsibilities of internal organizational units and each individual in the Agency,
  • establishing a quality management system, determining and prescribing the professional methodology for conducting safety investigations and prescribing the verification findings of safety investigations and safety recommendations in the process of determining the cause of accidents and publishing safety recommendations,
  • ensuring transparency in the work of the Agency in all aspects of operations and activities, especially in dealing with remarks and objections to the published findings of security investigations and security recommendations,
  • the use of external services for activities for which there is no economic justification to perform them with the Agency’s own resources,
  • applying for funds from the European Union funds for the financing of individual projects important for the work and professional development of the Agency, individually or in cooperation with other similar organizations and bodies.
