Summary:
On February 6, 2019, at approximately 06am local time (UTC +1), the crew members of the high-speed passenger ship Komiža initiated the departure manoeuvre from Muna Cove on Žirje Island towards the port of Kaprije. They released the ship’s mooring lines and moved away from the dock where the vessel had been moored. However, due to strong gusts of wind, the ship was quickly pushed leeward and turned bow-first towards the interior of the cove. Despite the captain’s efforts to counteract the weather conditions using the propulsion system, the vessel soon ran aground on its port side along the eastern shore of Muna Cove.

As a result of the marine incident, the vessel sustained material damage to its underwater section. However, there was no water ingress, marine or environmental pollution, nor any damage to third parties. There were no fatalities or injuries among the crew, passengers, or any other individuals.

It is recommended that the shipping company Catamaran Line d.o.o. instruct the captains of the vessels under its management to familiarize themselves in more detail with the adverse weather conditions that may prevail in the ports they dock at, which could pose a danger to the safety of navigation, human lives, property, and the environment. They should also practice alternative departure and arrival manoeuvres during favourable weather conditions that may be used if necessary in these ports.

It is recommended that the shipping company Catamaran Line d.o.o. ensure the establishment of a watch during each port call and throughout the entire stay of the vessel in port, guaranteeing the safety and security protection of the vessel, while considering work schedules to ensure adequate rest and prevent crew fatigue.

It is recommended that the shipping company Catamaran Line d.o.o. equip the fast passenger vessels it operates for public transport with instruments to measure wind speed and, if possible, wind direction.

It is recommended that the Ministry of the Sea, Transport, and Infrastructure conduct a check of the compliance of valid Certificates of the minimum crew numbers with the provisions of the Regulation on the minimum number of crew members required for the safe navigation of Marine vessels, floating objects, and immobile offshore objects (“Official Gazette”, No. 63/07, 76/11, 46/13, 104/15, 31/16, 83/16) and correct any discrepancies.
